There's been a lot through the grape vine so to speak about pulling the plug on social security, from what has gone around is that should that decision be made it would be announced with the intention there would be time for people to make choices regarding their income. To start after the announcement they would stop collecting so those working would get an immediate tax cut while people currently being paid would still continue receiving payments for a time before ultimately the program is ended.

Individual states could enact their own programs mirroring SS however they would need to fund this on their own while the federal government continues to downsize.
