In 2010, Ratigan's computer was turned over to the diocese, where officials examined the photos and reported them to Monsignor Robert Murphy. Instead of reporting them to authorities, Murphy called a police captain who is a member of the diocese's independent review board and described a single photo of a nude child that was not sexual in nature.

Without viewing the photo, Capt. Rick Smith said he was advised that although such a picture might meet the definition of child pornography, it probably wouldn't be investigated.

You gotta love the part of "not sexual in nature." Clearly someone's porn radar wasn't working very well.

Well I gotta admit, while some things in society seem to be going downhill, other things are certainly improving. I very much support the new ethic of protecting children. It's high time that enablers be punished as well as the actual pedophiles. This news report is just music to my ears.

And no, my dear Catholic friends, this scandal doesn't reflect on you: it is very obvious that Catholics are just as scandelized by this as others -- perhaps even more so.

The quoted "sexual nature" of a photo is very important in deciding what is and what isn't CP, it's the closest thing law enforcement has to a objective standard in deciding whether my baby photos are CP or not. Obviously it didn't matter in this case as there were hundreds of obviously sexual photos as opposed to the single one described and the idea that they could hold evidence on that grounds was ridiculous.
 
OMFG what a surprise, another Roman Catholic priest caught in possession of child porn images and not being informed on by his fellow priests, you hardly hear any news about such things ( Sarcasm )
