Why don't we ever say "Water over the bridge"?
 
Because it would be an aqueduct then? I mean, we build bridges to go over water, so it runs under it, right?
 
could the phrase have a different meaning?

Should we not exercise caution assuming one would just because they could?
 
Could assuming just not caution should one exercise because we/they would?
