It's a scene from Surviving Picasso, where he talks from a window, interrupting the conversation driven by a jealous ex. It's funny, but I couldn't find it from a normal streaming website - this one loads very slowly and the quality is poor:

I liked the most, how even people with serious criminal intent would prefer not to do it, if it was possible to just happen by itself (or otherwise resolved).

I love this movie in it's entirety. It is one of my all time favorites. Sheer perfection.
