DnD 4E Combat Question...

Found a solution to all of this. I'm building a new NPC Race. The Archangel, a lvl 40 character.

Three New Tiers; Immortal, Mythic, Divine.
I'm creating new Feats and Powers to go with it.

d20 attack powers. It's the shiznit.
