I generally don't enjoy films that Hollywood currently terms "romantic comedies." I usually don't find them very romantic or comedic. That said, I'll second the votes here for Chasing Amy and Amelie. I'm also a fan of "the feminist Woody Allen," Nicole Holofcener. My favorites are her films Walking & Talking, and Friends With Money. Woody Allen's another favorite, with films like Mighty Aphrodite, Annie Hall, Manhattan, and Whatever Works.
I'm also a fan of classic Hollywood romantic comedies, when the dialog was really sharp and the wardrobes were, too. Favorites would include The Women (the original from 1939, not the remake with Meg Ryan, who I can't stand), and It Happened One Night. Some clips...
