Shaming is effective yet....rather a short term solution to a problem.
At times it works-- for instance, a lot of social justice cases. Why? For a lot of THESE, the perpetrator are often ignorant (or worse, willfully ignorant) that what they were doing is wrong, or damaging. But even in THIS case, shaming itself would not work alone. A higher power of some sort must participate (law, most often; but sometimes things moral reprimand, or violence like mob justice or capital punishment can happen, mostly for the worse)
But even then, it still goes back to..I dunno, in one point, morality. Meanness. And mob feelings.
For instance, you can publicly shame a rapist. But you can also publicly shame a woman for having premarital sex, or wearing clothes that showed some amount of skins. Which is better, which is worse? It highly depends on the morality of the viewer.
But for, say, punishing a child? That wouldn't do-- that would cause more trauma (especially if the child is one that's socially anxious)
It's a lot like, 'eh, just cut this damaging limb off, faster and less hassle that way!', only you're dealing with HUMAN LIFE.
And yes, a lot of times, it's overlapping with bullying nowadays.
