Nah, it just controls the direction of the steering wheel and how fast you turn it. It would be like grabbing the wheel with your mouse cursor and moving it back and forth, but invisibly.
It works like a real life steering wheel, not like some racing games where you push a direction and it turns.
Mouse and keyboard. Mouse for steering and looking.
