Why would the DOD issue a written order authorizing military personnel to use deadly force against civilians.
I’m guessing because of the insurrectionists of January 6th, who killed police officers and destroyed public property.

They likely wish to nip such seditious actions in the bud. Also, the January 6th individuals who violated the rule of law did so heavily armed. As such, the DoD doesn’t want to bring a knife to what may become a gunfight.
